In Memoriam: Rev. Glenwood P. Roane, Sr. Past President of the Fairfax County Branch NAACP
REV. GLENWOOD PARIS ROANE, SR. Esquire Of Memphis, TN, former resident of Vienna, VA, departed this life on December 30, 2011, at the age of 81, following a long illness. Atty. Roane was President of the Fairfax County NAACP for six years and holds a life membership in that organization. He is a member of Alpha Phi Alpha Fraternity. Rev. Roane pastored the First Baptist Church, Vienna, VA. for four years and served as interim pastor of Mt. Pleasant Baptist, Aldie, VA., and First Baptist, Warrenton, VA. Rev. Roane has been the Pastor of Second Congregational United Church of Christ, Memphis, TN for ten years. A native Virginian and the seventh of 10 children, Rev. Roane was born to the late Ruby Richardson and James Randolph Roane in Westmoreland County, VA. He graduated from A.T. Johnson High School and went on to receive a BS degree in Agronomy and was honored as "A Distinguished Military Graduate" from Virginia State University in 1952. He received his Juris Doctor from Howard University School of Law in 1957. He did graduate work at the Fletcher School of Law and Diplomacy, Tufts University, and at Georgetown University. Atty. Roane loved the Law and was a proud member of the Bar in Washington, DC, Virginia and Tennessee. As a career Diplomat with the U.S. Department of State / U.S. Agency for International Development for 26½ years, he served in Kenya, Egypt, Liberia, Ghana, Vietnam, and the Far East as a Foreign Service Officer. Throughout his distinguished career he was the recipient of many commendations and awards.
The Fairfax County Branch NAACP celebrated the 27th Annual Birthday Commemoration and legacy of Dr. Martin Luther King, Jr. at First Baptist Church of Vienna on January 16, 2012. Thanks to all who supported this endeavor. Special thanks go out to Rev. Kenny Smith, the Northern Virginia Baptist Association, and the entire First Baptist family for their willingness to support this program and make it a rousing success. Mr. Christopher W. Wilson, the Director of Program in African American Culture at the National Museum of American History, provided a classic lesson regarding how people remember the difference King's work inspired but not the work he and others completed to get there. Also, we heard from others such as Congressman Gerry Connolly, Chairman Sharon Bulova, Supervisor Cathy Hudgins, Mayor Jane Seeman and the Vienna City Council, and Mayor Steve DeBenedittis of Herndon. Our branch honored Kera Bridges and Dominique Evans, local students now studying at Virginia State University and Limestone College respectively, with scholarships. The Northern Virginia Baptist Association Worship Arts Choir rendered spectacular musical selections that brought joy and inspiration to all in attendance. The Fairfax County NAACP is hosting a Candidates’ Forum for the upcoming Fairfax County School Board Election. This event occurs on Saturday, September 17, 2011 in the Verdie Haywood Conference Center, South County Government Center; 8350 Richmond Highway, Alexandria, VA 22309. The conference center is located on the 2d floor inside the government center. The events begins at 12:30 pm with a “Meet and Greet” the candidates. At 1:30 pm the forum begins and candidates will have the opportunity to address specific questions from the moderator and audience. The session will end at 4 pm.
Eight (8) candidates have accepted our invitation to share their views with our community and hear our concerns.
Child Care services will be provided by Together, We are the Answer (TWA), Fairfax County.
Refreshments will be available outside the Conference Center.
Here are Proposed Questions/Topics for the Forum:
- Fairfax County Public School (FCPS) system vs other Washington, DC metropolitan area school systems
- Do you believe FCPS has an achievement gap between White, Asian, Black, and Hispanic students?
- Over the past three years, are you aware of FCPS not achieving annual Yearly Progress (AYP) goals?
- Can you list the different categories of students that are having challenges passing the Standards of Learning (SOL) tests that prevent FCPS from achieving AYP goals?
- What types of policies or plans would you implement to close this achievement gap?
- In your opinion, does FCPS have an effective strategy for “Closing the Achievement Gap?”
- Do you believe FCPS encourages minority and low income parental involvement and empowerment with assisting a child’s progression through the school system?
- Would you consider, if elected, updating the Advocacy for Parent Handbook (APHB)?
- What are your three priority goals you would like to achieve if you were elected to the School Board?
- What is your opinion of the new disciplinary policies for FCPS?
- Do you think the low application and minority enrollment at Thomas Jefferson High School is a problem?
- If not, why not?
- Is so, why is it?
- What programs or policies would you implement to try and increase minority applications and enrollment of under-privileged students at Thomas Jefferson High School?
Candidates’ Forum Questions
- Do you believe FCPS has an achievement gap between White/Asian/Blacks and Hispanic students?
- The Hispanic dropout rate in FC is more than 30% in some schools, How are we going to fix it?
- The disparity in SAT scores between Mt. Vernon HS and Langley HS is 400 points. How will you address this disparity?
- BRAC will require massive boundary changes. How will you ensure that schools are not re-segregated through community pressure?
- How will you end the excess suspensions at Mt. Vernon High School and other schools in the county?
- There are cultural differences among African-American, ethnic African, Hispanic, Asian, and Middle Eastern students. How do you propose to address the growing diversity in our schools?
- How do you propose to increase contact with/ reach out to younger parents who are not active participants in school programs and activities?
- Would you consider, if elected, updating the Parent Handbook (APHB)?
- The Virginia Preschool Initiative and subsidized childcare are important means of closing the achievement gap. There are 3,000 children on the
- Fairfax County waiting list. Do you support increasing funding to these programs? If so, how much and what can you cut to pay for these programs?
- How are you going to stop the re-segregation of our schools? The FC School Board has made some schools predominantly Caucasian by zoning and re-districting, e.g., Waynewood Elementary School.
- What can you do to get provide more positive publicity from successful programs in the county, i.e., FCPS TV, local newspapers, and your voices?
- I have 2 students in FCPS. They are 5 years apart. I would like to know where all of the money within the increased budget has gone in the 5 years. I have seen a decline in the quality of education? What is your assessment?
- I am concerned about the decision to use an “on-line” text book for some of the history/social studies in our high schools. How will the kids that don’t have computers or internet access in their homes keep up with their courses? Will textbooks be ordered for these students?
- Do you know who W.T. Woodson was? If so, who was he/she?
- Did you support the Wakefield Forest transfer from Annandale to W.T. Woodson?
- Thomas Jefferson HS admitted ZERO (0) students from Carl Sindberg last year. Many students come from other parts of Fairfax County but not the Route 1 corridor. Do you think this is fair? How would you address this issue?
- The Governance Model for the School Board is the “Policy Model” where the Board sets policy and the Superintendent addresses day-to-day operations. Would you change this Governance Model? How?
- On the website for public input to the Superintendent’s Forum , the top two concerns are:
- 1. High School start times
- 2. Restoring Honors tier to all high schools regardless of AP options
